Cooling system. Stuck thermostat.

Regarding the stuck thermostat. A sailboat diesel engine’s thermostat controls the flow of the freshwater coolant in the closed-loop system. Not the raw water. When you start the engine, you can see raw water coming out of the exhaust pipe immediately. Not after the engine warms up. Am I correct?
