What about muscle powered vessels like kayaks or rowing boats? Where do they come in in the list? Also, what about windsurfer and kitesurfer?

It’s a good question with little formal documentation. However generally human powered vessels fall into the sailing category. Of course prudence is rule number 1. Always your responsibility to a avoid collision no matter who has “rights”
