Is a powerboat adrift to be considered in the Not Under Command category?

No. It is not - not under command If not anchored it has the same category as a powerboat. The captain has the responsibility to maintain control and responsibility for the vessel. However again it your on a collision or close quarters situation you have responsibility to not hit or cause a close quarters situation even if you are stand on.
