True wind deviation in 2nd drawing

In the diagram accounting for leeway why has the true wind direction changed from north? Does the direction of the boat due to leeway change the true wind direction?

You have a valid point. True wind (blue arrow) direction should be kept constant to CTS / HDG ( HDG can slightly deviate as per consistency on Helm/Wheel) even accounting for leeway ! Angle ( not the direction) of true wind vs. COG ( course over ground) / ground track is different compared to CTS/ HDG. However, this is a different story.
