In the sample distress call where one gives a bearing... is the bearing usually given as the boat is the starting / reference point or from the reference point of the landmark?

Good question: You would usually state the direction from you to the object. "I am 3 miles north of beacon rock". This is the same as Beacon rock bears 180 degrees" but what ever you say - make it very clear what you are saying.
