Why is deviation the same in all headings for the example question. It appears that from the table given above that the deviation should be different, unless they are unrelated?

The big mistake the people make is reading the table for the deviation of the angle to the point being measured not the heading of the ship. You must read the table based on the heading of the ship. Why - because the compass error varies according to the heading of the ship.

I'm also confused as to why the question had the same deviations for the headings provided and the reply explanation does not make sense.
